In The Hypocritical Hegemon, Lukas Hakelberg takes a close look at how US domestic politics affects and determines the course of global tax policy. Through an examination of recent international efforts to crack down on offshore tax havens and the role the US has played, Hakelberg uncovers how a seemingly innocuous technical addition to US law has had enormous impact around the world, particularly for individuals and corporations aiming to avoid and evade taxation.

Through bullying and overwhelming political power, the US, writes Hakelberg, has imposed rules on the rest of the world but exempts domestic banks for those reporting requirements. It can do so because no other government wields control over such huge financial and consumer markets, and this power imbalance is at the heart of The Hypocritical Hegemon. The rest of the world, in particular the European Union, despite being frustrated about the redistributive impact of US hypocrisy, fears US retaliation against banks that depend on the American market and thus will likely not challenge US hegemony. In the end, the US now provides tax haven conditions at home, and it is the ordinary taxpayer who bears the brunt of this hypocritical policy. Hakelberg surveys what can be done to offset that burden.

This book may not be for you. Somewhere around half of all income tax returns sent to IRS reveal no income taxes collected. If this is your style of income tax return, don't buy this book. I will not be able to help you. My several decade's worth of observations has determined that well over half of our adult population cannot apply masterful use of fifth grade reading and math skills. If you know yourself as part of this group, don't buy this book. You will be disappointed and give me a one star rating on Amazon. This leaves a smaller, yet significant portion of income tax payers that can use 30, 40 and 50 thousand dollars a year in new, legal, and permanent income tax deductions. These deductions have always been there. You, on the other hand, have never consulted an Enrolled Agent about these deductions. Go ahead. Do it now. Google "Enrolled Agent". Buy the book. Apply the educational requirements I recommend and learn to talk to your Enrolled Agent like you have been there before. When your Enrolled Agent changes your mind about who you think you are as a taxpayer, go to Amazon and give me a big ole 5 star! Thanks, David

NOTE // This book is available for free download on our website here: https://ictd.ac/durst-book

The world鈥檚 lower-income countries face an urgent need for public revenue to build social and economic infrastructure. These countries, however, face a dilemma in seeking to tax the income of multinational companies operating within their borders. On the one hand, because lower-income countries face substantial limitations on their ability to raise revenue from broad-based taxes like personal income tax and value added tax, corporate taxes represent a large potential source of additional revenue. On the other hand, governments of lower-income countries often perceive international competition for investment as limiting their ability to levy taxes on multinationals.

This book seeks to explore this dilemma and to recommend policy measures that might enable lower-income countries to increase revenue from corporate tax in a world that is likely to remain characterised by tax competition. The book seeks to shed light on the complicated historical, economic and political roots of today鈥檚 global corporate tax system 鈥?roots that have produced tax laws that all countries, but especially developing countries with resource constrained tax administrations, have difficulty administering effectively. The book concludes by offering: (i) specific policy initiatives for governments to consider, and (ii) observations concerning the social responsibility faced by multinational companies, the governments of countries at all levels of economic development, and international organisations like the OECD and United Nations, in addressing the pressing revenue needs of lower-income countries.

About the author: Michael C. Durst is a long-time tax practitioner, an author on international taxation and developing countries, a former government official and law professor, and a senior fellow at the ICTD. He is based in the USA.

This book is open access under a CC BY 4.0 license.

This book takes a taxpayer's perspective on the relations taxation creates between people and their state. Bj枚rklund Larsen proposes that in order to understand tax compliance and cheating, we have to look beyond law, psychological experiments and surveys to also include tax collectors and taxpayers' practices. The text explores the view of taxes seen as citizen鈥檚 explicit economic relation to the state and implicit economic relation to all other compatriots. Bj枚rklund Larsen directs our gaze onto the concept of reciprocity, which is often proposed as an explanation in tax compliance research, and explores its diverse meanings and implications ethnographically.聽
The empirical cases are based on ethnography from two opposing tax practices in Sweden. Firstly, from a study of analysts, auditors, legal experts and managers at the Swedish Tax Agency and how they, quite successfully, strive for legitimacy in their tax collecting activities. Secondly, from fieldwork among a group of middle-aged Swedes and how they justify their purchasing work off the books 鈥?essentially tax-cheating practices. Sweden is a modern welfare society with citizens holding rational and secular values, yet trusting their government and fellow citizens. Sweden also has a high tax burden that is collected by one of its most revered governmental agencies 鈥?the Swedish Tax Agency - making it an interesting case studying tax compliance.
